Licence summary
To run a group or organisation that makes house-to-house collections for charitable purposes you need a licence for the collection from your local authority, unless you hold an exemption.
In Yeovil Town, the administration of licences is the responsibility of Yeovil Town Council. In other parts of South Somerset, licences are dealt with by South Somerset District Council.

Under the terms of the House to House Collections Act 1939 and 1947 Amendment Act it is a legal requirement for an institution or an individual to acquire a permit from a local authority if it wishes to carry out such an activity.

Application Evaluation Process
The Local Authority will consider amongst other factors whether the amount of money to be given to charity against the likely proceeds of the collection and any convictions of the organiser.
Will Tacit Consent Apply?
Yes. This means that you will be able to act as though your application is granted if you have not heard from the local authority by the end of the target completion period, which is one calendar month from that date of receipt of a full application.

If the Town Council has refused to grant a licence, the applicant will be given written notice of the ground(s) upon which it has been refused; it will also state that an appeal may be made to the Secretary of State. The time within any such appeal may be brought is 14 days from the date on which notice of refusal is given by the Town Council. The decision of the Secretary of State is final.
